The Official Channels You Should Be Using
Saudi Arabia runs several government platforms that let you verify an employer or contract yourself. Using them costs nothing and is the single best protection against recruitment fraud:
- Musaned — the Ministry of Human Resources platform for domestic worker recruitment. Contracts issued through it are documented and traceable. If you are being recruited as a domestic worker outside Musaned, that is a warning sign.
- Qiwa — where employment contracts are registered and authenticated. Your contract should appear here once you are employed.
- Absher — government services portal used for iqama and residency matters once you’re in the Kingdom.
- Wage Protection System (WPS) — Saudi employers are required to pay salaries through the banking system so payments are recorded. An employer paying only in cash is outside the system.
- eMigrate — if you’re recruited from India, the agent must hold a valid RA licence registered with the Ministry of External Affairs. Verify the number before paying anything.
Recruitment Fraud: What to Refuse
- You should not be paying recruitment fees. Saudi rules place recruitment costs on the employer, and India’s emigration rules cap what a registered agent may charge. Large upfront “visa fees” are the most common fraud in this corridor.
- Get the contract before you fly — job title, salary in riyals, hours, overtime, accommodation, food, air ticket and contract length. A contract signed on arrival that differs from what you were promised is contract substitution, and it is the single most common complaint from workers in the Gulf.
- Your passport stays with you. Passport confiscation by employers is prohibited under Saudi labour rules.
- Check the employer is real — ask for the company’s commercial registration number and its Nitaqat standing before committing.
- Understand what changed with kafala reform. Since 2021, many expatriate workers can change employer, exit and re-enter, and obtain final exit without employer consent, subject to conditions. Anyone telling you that you can never leave an employer is misinforming you.
- If something goes wrong, you can raise a labour complaint with the Ministry of Human Resources and Social Development, or contact your embassy. Indian nationals can also use the eMigrate grievance system and the Indian Embassy in Riyadh or Consulate in Jeddah.
Which Sectors Are Hiring
Recruitment is heaviest in construction and infrastructure tied to the large development programmes, followed by healthcare, hospitality, logistics and drivers, retail, and increasingly IT and technical roles. Vision 2030 projects have kept demand for engineers, technicians and skilled trades strong, though Saudization requirements mean some roles are reserved for Saudi nationals — worth checking before you invest in an application.
