Singapore Work Passes: Which One Applies to You
You cannot work in Singapore without the right pass, and the pass depends mainly on your salary and role. The Ministry of Manpower (MOM) sets the criteria:
- Employment Pass (EP) — professionals, managers and executives in higher-salary roles, assessed partly through a points framework covering qualifications and how your salary compares to local peers.
- S Pass — mid-skilled staff, with its own qualifying salary and a quota limiting how many an employer can hire.
- Work Permit — semi-skilled workers in construction, marine shipyard, process, manufacturing and services. Subject to sector quotas and levies paid by the employer.
- Training and student passes — for attachments and study; they do not give general work rights.
The salary thresholds are revised periodically, so check the current figures on the MOM website rather than relying on a number quoted in a group chat.
Agency Fees and Your Rights
Singapore regulates recruitment more tightly than most destinations, which works in your favour if you know the rules:
- Employment agencies must hold an MOM licence. You can look up any agency on MOM’s licence directory before dealing with it.
- Agency fees are capped. A licensed agency may only charge a job seeker a limited fee tied to your salary and contract length — nothing like the sums unlicensed brokers demand. Get a receipt for anything you pay.
